Police said they charged 53-year-old Richard Carter with attempted homicide for shooting at his neighbor on Saturday afternoon.
The man's neighbor suffered a cut lip resulting from a ricocheted shot fragment, but, per police, was otherwise unharmed.
Police said they found spent shell casings, thousands of rounds of ammunition and at least two dozen rifles in Carter's home after a SWAT team finally persuaded him to surrender.
Munhall Police Chief Patrick Campbell said Carter had mental health issues. Carter himself told reporters he was angry at his neighbor for personal reasons.
